The following remarks were delivered by Andrew Schaller on September 13, 2010 at the Palm Beach County Governmental Center during a press briefing:

Thank you all for coming out this morning.

As you know, ethics in government have been in the forefront of our minds for the past few years. The experience I’ve had with my commissioner over last 2.5 years has led me to believe that Commissioner Santamaria says one thing while he does another.

While campaigning and speaking to many constituents in District 6, I’ve found numerous ethical inconsistencies and questionable actions by Commissioner Santamaria. One of my own personal experiences that you’ll find in the package that I will provide to you, is the police report that details how Commissioner Santamaria abused his official position on July 21st, 2010.

In the course of the last two months I requested many public records from Commissioner Santamaria’s county office. What I found in the documents, was a blatant disregard for the state and county code of ethics, the Florida Statutes and what I believe are violations of the Federal Honest Services law.

The areas of inquiry include: Commissioner Santamaria using county staff for campaign work during county hours, misuse of public position, destruction of public records, a municipal elected official doing town business on county time, and others.
It’s a sad day for District 6 when we’re once again talking about ethics and corruption in our county commission.

This request for inquiry is being provided to: Federal Bureau of Investigation, Governor Charlie Crist, Palm Beach County State Attorney, Florida Commission on Ethics, Palm Beach County Inspector General, Palm Beach County Commission on Ethics and Florida Division of Elections.

I will provide you the documentation that I have personally been able to gather for the last two months. The disregard for public policies and procedures did not start in August when I began gathering information.

Commissioner Santamaria’s own words sum up this situation best.

This snapshot into a brief period of Commissioner Santamaria’s term in office, begs for the rest of you to look deeper into the last four years. I challenge all of you to continue this inquiry.

It’s time our elected officials realized they don’t get to choose WHEN they’re ethical. Ethics is 24/7. A county commissioner should conduct him/herself with a moral compass that we can all be proud of.
